Menard to fly Wis. workers in to staff ND store

(AP) ? Home improvement retailer Menard Inc. says it will hire workers from its home base in Wisconsin and fly them to North Dakota to staff a store in Minot, which is near the state's booming oil patch and has more jobs than takers.

The company said in a statement that it plans to hire 50 workers in Eau Claire, Wis., where it has its headquarters, and fly them weekly to Minot, which is also in the middle of an unprecedented building boom as it recovers from record flooding last year.

Menard, which has more than 200 stores in the Upper Midwest, said this would be the first time it has ferried in workers by airplane, but it believes jetting in employees for weeklong stints and housing them in hotels "is going to be a permanent solution for as far as we can see."

Minot is North Dakota's fourth-largest city and had been growing rapidly even before the flooding that swamped some 4,100 homes and displaced thousands of residents. Its population grew from 36,500 in 2000 to about 41,000 in 2010, U.S. Census data show. City officials say the present population is nearing 50,000.

That means there's strong demand for building materials. Minot store manager Phil Graef said business is the busiest in the five years he's headed the store, the only big-box building supply retailer in town.

"We were starting to stay even with the oil boom, and then the flood happened," Graef said. "Now, we're trying to get ahead of both of those."

Finding workers to keep up has been tough, he said.

"Everybody has a 'now-hiring' sign in their window," Graef said.

Businesses struggle to attract workers throughout North Dakota, which has some 22,000 more jobs than takers and the lowest unemployment rate in the nation, at 2.4 percent, Job Service North Dakota data show. The unemployment rate in Minot is 2.3 percent.

"It's going fast and furious here," Minot Mayor Curt Zimbelman said. "As it is, there is not a big enough labor force around here, and as it gets colder there is less of one."

The unemployment rate in Eau Claire is 6.3 percent, lower than the national rate of 7.9 percent in October. Mike Schatz, the city's economic development director, said its economy strong and there are job opportunities in the town of about 65,000.

"It's not like people can't find work here ? there are plenty of expansions going on," Schatz said.

But Menard spokesman Jeff Abbott said there was good interest when the company held a job fair in Eau Claire earlier this month to hire workers for its Minot store. Menard intends to train the workers at Wisconsin stores and send them to Minot "as soon as possible," he said.

Menard has offered a starting wage of $13 an hour at the Minot store, well above the federal minimum wage of $7.25 per hour, which prevails Wisconsin. It's also the minimum wage in North Dakota, but most jobs there pay more. A listing for a pizza delivery driver in Minot was advertised Thursday at $15 to $20 per hour, plus a $250 signing bonus.

Competition for the Menard jobs has been tough in Wisconsin.

Pam Weaver, of Eau Claire, said her husband, Gary, had his heart set on one of the positions with Menard in Minot but was told Thursday that he wouldn't be hired. No reason was given, she said.

"It's frustrating," Pam Weaver said. "He seemed disappointed."

Gary Weaver, who was laid off from his job as a telemarketer several weeks ago, was back at the unemployment office Thursday filling out job applications, said wife, a 55-year-old claims auditor for a health insurance company.

"Who would have thought that we'd be in our 50s and struggling?" Pam Weaver said. "We're not the only ones. We've had three different friends who have lost businesses in town in the last five years."

Zimbelman, the Minot mayor, and Menards store manager Graef said they hope some Wisconsin workers eventually decide to make Minot their permanent home instead of commuting more than 500 miles by air to get there.

But Eau Claire's Schatz has another idea.

"We would hope just the opposite," Schatz said. "We want them to bring that North Dakota money back to Eau Claire."

Apple, Moto Patent Case Dismissed; Unlocked iPhone 5 Prices; Instagram Web Profiles

Topping tech headlines Monday, a Wisconsin judge threw out an Apple patent suit against Motorola.

Filed more than a year ago, Apple's case objected to Motorola's request for a 2.25 percent licensing fee on iOS devices which used a Motorola wireless patent. The trial was set for Monday, but when Cupertino refused to pay more than $1 per iPhone, the judge reportedly balked and canceled the proceedings.

In other Apple news, the Cupertino-based tech giant's website revealed possible pricing details for factory unlocked iPhone 5 models. Though Apple has yet to make an official announcement, the site offers prices between $649 and $849, based on earlier unlocked models. According to the retailer's website, the models will be available in both GSM and CDMA versions, in the white or black color option, with a price tag of $649 for the 16GB model, $749 for 32GB, and $849 for the largest 64GB model ? about $450 more than carrier-subsidized versions from AT&T, Verizon, and Sprint.

Meanwhile, Instagram announced its first big step away from an app-only format, rolling out online user profiles. Formerly, Instagrammers could view profiles only through the smartphone app. Now, by navigating to Instagram.com/[username], users can view photos in a Pinterest-meets-Facebook style, as well as edit their own profile, and like and comment on photos.

Standard Life real estate portfolio deal worth $500 - Financial Post

While the housing market languishes, investment activity in commercial property continues to be red hot, with a $500-million deal for Standard Life?s real estate portfolio the latest on the horizon.

By some definitions, this could make 2012 the best year ever for commercial property sales ? a year in which the Bank of Nova Scotia sold its head office for a record-breaking $1.27-billion.

Postmedia News has learned that Montreal-based Standard Life is selling a major Toronto office along with three other properties in Montreal, Calgary and Edmonton in what would be the third-largest deal of the year.

Standard Life spokeswoman Ann-Marie Gagn? confirmed the sale of the two buildings in Alberta, but would not disclose the purchase price. The two had been part of a deal for a four-piece portfolio but it has since been broken up into two transactions.

?This was the best way for us to do it,? Ms. Gagn? said.

Northam Realty Advisors Ltd. has announced the acquisition of the two Alberta properties for its Luxembourg-based Northam Canadian Commercial Property Fund. According to data from RealNet Canada Inc., Standard Life sold the Calgary building for $114-million, after acquiring it for $42.9-million in 2005.

The other part of the transaction has yet to close but has ?gone firm,? according to several sources who identify Bentall Kennedy as the purchaser. No one could be reached for comment there.

The Bentall portion of the deal includes an office building at 1600 Ren? L?vesque Blvd. at the corner of Guy St. in Montreal, while the Toronto section is for the 25-storey Standard Life Centre at 121 King St. W.? It?s the latest large acquisition by Bentall, which bought 10 Dundas St. E. in Toronto for $226-million in 2011.

At a time when residential sales are softening in many parts of the country, the portfolio sale illustrates the ongoing demand for office properties in Canada.

?There?s not a lot for sale on the market,? said Bernie Marcotte, senior managing director of Cushman & Wakefield Ltd., Montreal. ?The demand is there; it?s just the product that?s not there.?

CB Richard Ellis Canada says based on year-to-date activity, it looks like there will be $28-billion in sales in 2012, which would make it the second-best year ever for activity.

Data from Colliers International, which don?t include deals under $10-million, put the rolling 12-month figure at $17-million, which actually surpasses the peak reached in 2007. Over the first nine months of the year, Colliers says there has been $13.5-billion in activity, which leaves the country on pace to pass 2007 when $16-billion in deals were made.

?It tells us there is still an enormous amount of capital looking for a yield or a return on investment,? said David Bowden, chief executive of Colliers. ?Returns in the stock market and low bond yields still make real estate an attractive investment and there is lots of capital looking to find a home.?

One source, who asked not to be named, said the Standard Life properties attracted as much attention as Scotia Plaza because it was a smaller deal that made it easier for companies to buy.

?They wanted us to bid on the entire portfolio but no one wanted it all so they started doing individual deals for all the properties,? said the source, adding the pricing wasn?t as high as the Scotiabank building. ?People liked it because it was a smaller deal.?

It?s not clear who Bentall is acting for on the transaction. It is 33% owned by management and 33% by the British Columbia Management Investment Corp. and 33% by CalPERS, the California Public Employees? Retirement System.

?They might be buying it for one of their funds which represents smaller pension funds,? the source said.

Japanese man's childhood dreams give birth to giant robot

TOKYO (Reuters) - Like many Japanese, Kogoro Kurata grew up watching futuristic robots in movies and animation, wishing that he could bring them to life and pilot one himself. Unlike most other Japanese, he has actually done it.

His 4-tonne, 4-meter (13 feet) tall Kuratas robot is a grey behemoth with a built-in pilot's seat and hand-held controller that allows an operator to flex its massive arms, move it up and down and drive it at a speed of up to 10 kph (6 mph).

"The robots we saw in our generation were always big and always had people riding them, and I don't think they have much meaning in the real world," said Kurata, a 39-year-old artist.

"But it really was my dream to ride in one of them, and I also think it's one kind of Japanese culture. I kept thinking that it's something that Japanese had to do."

His prototype robot comes equipped with an operating system that also allows remote control from an iPhone as well as optional "guns" that shoot plastic bottles or BB pellets and are powered by a lock-and-load system fired by the pilot's smile.

The robot, which took two years to pull together from concept to construction, also comes with a range of customized options from paint scheme to cup holders.

It isn't cheap. The sticker price for the most basic model alone is around 110 million yen ($1.3 million).

Kurata said while he has received thousands of inquiries about buying a robot, he's also received a large number of cancellations and declined to specify how many people have actually bought one.

But that's not so important.

"By my building this, I hope that it'll sort of be the trailblazer for people who can do more than myself to make different things," he said.

"They might be able to make a society that uses robots in a way I can't even imagine. I expect more from the implications of building it than from the robot itself."

No Soup for You! Bloomberg Bans Food Donations to Homeless

Fans of the beloved 90?s sitcom Seinfeld will no doubt remember the words of the Soup Nazi which were quickly directed at any customer who did not strictly follow his no nonsense rules for standing in line, ordering, and payment at his popular New York deli.

?No soup for you! ?NEXT!? the Soup Nazi would shout at the red faced customers who would silently slink away in shame after being lambasted for not adhering to his standards.

New York Mayor Bloomberg has taken Soup Nazi?s tactics to a whole new level with his Administration?s banning of food donations?to all government-run facilities that serve New York City?s large homeless population.

The nanny-esque ban, put in place in March 2012, still stands despite city resources stretched to the breaking point by the devastating effects of Hurricane Sandy on the City?s five Boroughs in October 2012.

Perplexingly, the reason for the ban is not the result of homeless getting ill from food contamination!

Rather, Mayor Bloomberg has become New York?s new Soup Nazi by insisting that because the nutritional content of donated food cannot be adequately assessed by the Department of Homeless Services (DHS), homeless shelters are thereby required to turn away all Good Samaritans wishing to donate even such innocuous items as soup and bagels.

Seth Diamond, Commissioner of the DHS, defends the decision saying that the ban is in line with Bloomberg?s passion for improving the nutrition of all residents of New York City. ?The measure tightly controls what can and cannot be served at city run facilities for New York?s down and out including portion sizes and the amount of sodium, fat, fiber and calories per serving.

No exceptions to the strict ban are given even for established donation centers with a healthy track record such as Ohab Zedek, an Upper West Side Orthodox congregation which has donated freshly cooked and nutrient rich foods left over from synagogue events for over ten years.

Mayor Bloomberg?s relentless pursuit of a New York food utopia through implementation of his social justice agenda, while well meaning, is certain to fail (note the ban on all sugary sodas larger than 16 oz in September 2012 which head scratchingly exempted?diet sodas which are arguably just as bad if not worse as diet drinks have been shown to trigger overeating).

The reason is that is removes all personal choice and responsible actions from the individual ? be it positive or negative. ?If people want to drink a Big Gulp, they should be free to do so. ?And, if citizens like?Glenn and Lenore Richter, who lead a team of food-delivery volunteers from their local congregation, want to donate fresh foods to homeless shelters in their neighborhood, they should have the freedom to perform such charitable activities as well.

Attempting to control consumer behavior with a socially ?just? agenda cannot and never will accomplish health. ?It just creates a populace that becomes highly adept at circumventing the ?rules? such as what happened in America during Prohibition.

A 17-year-old awoke to smoke in her Forestville home Tuesday morning and escaped through a bedroom window before a fire destroyed the residence.

The teen, her mother and little sister lost their Vellutini Road home and two family dogs, one the family had for 12 years and a bull mastiff puppy, according to Forestville Fire Chief Max Ming.

The fire chief said there apparently weren't any smoke detectors inside and the teen was lucky she awoke.

"She jumped out her window and called for her dogs," Ming said.

The teen, Kyah Caster, called for help at 8:43 a.m.

She initially told dispatchers she feared her mother could still be inside, but then discovered her mom and 5-year-old sister already had left.

A Forestville engine crew arrived at 8:51 a.m. The small, single-story home was engulfed in flames.

The home, off Martinelli Road, was a few miles up into the hills above the Russian River.

Russian River and Graton firefighters also responded. Multiple fire engines and water trucks crowded the narrow lane, cramming into driveways and around a fire hydrant near the home.

The fire apparently started in the kitchen. The cause was under investigation but initially it appeared to be accidental, Ming said.

A few things were salvaged from the remains, but the residents, Darcy Kotta and her two daughters, lost their home and virtually all of their belongings.

The local Red Cross was called to help.

Bangladesh fire kills 112 workers making clothes for U.S. brands

The 100-plus workers who died in a fire late Saturday at a high-rise garment factory in Bangladesh were working overtime making clothes for major American retailers, including Wal-Mart, according to workers' rights groups.

Officials in Bangladesh said the flames at the Tazreen Fashions factory outside Dhaka spread rapidly on the ground floor, trapping those on the higher floors of the nine-story building. There were no exterior fire escapes, according to officials, and many died after jumping from upper floors to escape the flames.

As firemen continued to remove bodies Sunday, officials said at least 112 people had died but that the number of fatalities could go higher.

The Tazreen fire is the latest in a series of deadly blazes at garment factories in Bangladesh, where more than 700 workers, many making clothes for U.S. consumers, have died in factory fires in the past five years. As previously reported by ABC News, Bangladesh has some of the cheapest labor in the world and some of the most deplorable working conditions.

"The industry and parent brands in the U.S. have been warned again and again about the extreme danger to workers in Bangladesh and they have not taken action," said Scott Nova, executive director of the Worker Rights Consortium, an American group working to improve conditions at factories abroad that make clothes for U.S. companies. Nova said the fire was the most deadly in the history of the Bangladesh apparel industry, and "one of the worst in any country."

Workers' activists went into the burned-out remains today to document which major retailers were using the Tazreen factory.

They say they found labels for Faded Glory, a Wal-Mart private label, along with labels they said traced back to Sears and a clothing company owned by music impresario Sean "Diddy" Combs.

"There's no question that Wal-Mart and the other customers at this factory bear some blame for what happened in this factory," Nova said.

Nova also said that Wal-Mart "knew exactly what's going on at these facilities. They have staff on site in Bangladesh."

Wal-Mart actually warned of dangerous conditions at the Tazreen factory last year, in a letter posted online by the factory owner.

Wal-Mart told ABC News that the company has not yet been able to confirm that it was still making clothes at the factory.

In a statement, Wal-Mart told ABC News, "Our thoughts are with the families of the victims of this tragedy. ... [F]ire safety is a critically important area of Wal-Mart's factory audit program and we have been working across the apparel industry to improve fire safety education and training in Bangladesh.

"As part of this effort, we partnered with several independent organizations to develop and roll out fire safety training tools for factory management and workers. Continued engagement is critical to ensure that reliable, proactive measures are in place to reduce the chance of factory fires. "

Spokespeople for Combs and Sears did not immediately respond to requests for comment.

What this means is??taking action now??before the next disaster?to reduce human and financial consequences later (analyzing risk, reducing risk, insuring against risk).? Effective mitigation requires that we all understand local risks, address the hard choices, and invest in long-term community well-being. Without these actions, people jeopardize their safety, financial security, and self-reliance and quality of life.

It is important to analyze what type of hazards would affect the community during a disaster, as well the decision to shelter in place or evacuate to a safe location.? (AP) ? A natural gas explosion that injured 18 people and damaged 42 buildings in Springfield's entertainment district was blamed Sunday on a utility worker who accidentally punctured a high-pressure pipeline while looking for a leak.

State Fire Marshal Stephen Coan said the Friday night blast in one of New England's largest cities was caused by "human error." He didn't name the Columbia Gas Co. worker who pierced the pipe while responding to reports of a gas leak.

The worker damaged the underground pipe while using a metal tool to locate the source of the leak, Coan said. A flood of gas then built up in a building that housed a strip club, and some kind of spark touched off the blast, officials said.

Coan said the employee was following older markings on a sidewalk that indicated the location of the gas line. He appeared to be an appropriate distance from the line, but the markings were incorrect and the worker accidentally punctured the pipe.

A message left for a Columbia Gas spokeswoman wasn't immediately returned. Columbia Gas, a subsidiary of public company NiSource Inc., said earlier Sunday that it plans to open a claims center at City Hall on Monday for residents and businesses affected by the explosion.

Preliminary reports show the blast damaged 42 buildings housing 115 residential units. Three buildings were immediately condemned, and 24 others require additional inspections by structural engineers to determine whether they are safe. The building that housed the Scores Gentleman's Club was destroyed.

After the pipe was ruptured, authorities evacuated several buildings. Most of the people injured were part of a group of gas workers, firefighters and police officers who ducked for cover behind a utility truck just before the blast. The truck was demolished.

Some officials said it was a miracle no one was killed. Springfield Fire Commissioner Joseph Conant praised the actions of city firefighters.

"The firefighters did an excellent job evacuating the area which certainly prevented additional civilian injuries and saved many lives," Conant said.

Columbia Gas officials have been cooperating with investigators and have determined that there are no more gas leaks in the neighborhood, Mayor Domenic Sarno said.

Coan said the investigation is being turning over to the state Department of Public Utilities. It's not clear whether investigators will ever be able to determine what caused the spark that ignited the explosion.

Springfield, which is 90 miles west of Boston and has about 150,000 residents, is the largest city in western Massachusetts. It's known as the home of the Basketball Hall of Fame, which is not near the blast site.

The city has been rebuilding from damage caused by a tornado in June 2011.

Scott Walker's Stupid, Petulant Insurance Exchange Excuses ...

So now Scott Walker is Paul Gigot's go-to for the skinny on Republican governors and health care exchanges, it seems. And as usual, Governor Walker dishes out a large helping of bullsh*t with his excuses for why he declined to set up a state-based health insurance exchange for Wisconsinites and handed off his state options to the federal government.

The complete transcript is at the end of this post, but let me summarize the lame excuses he gave:

Finally, on the question of the Medicaid expansion, Walker appears cagy when he says the idea of 100 percent funding is tempting, but you know, that damnable fiscal cliff gets in the way. (It doesn't.) Reading between the lines, I see this as the real excuse for his foot-dragging on expanding Medicaid:

Whisper with me now: Scotty Walker doesn't really want to cover those poor folks. He just wants the money for them so he can use it for other things, and keep kicking the poor in the teeth for every problem there is for as long as possible. Poor people, after all, shouldn't expect health care.

This is so stupid. The federal government is trying to REDUCE health costs by getting these people covered and in front of doctors before they are so sick the state bears a huge burden, but yeah, poor people. Can't stand the idea of poor folks getting a leg up when Scotty can't control the funds flowing through to them. Plus, fiscal cliff!

GIGOT: Welcome to The Journal Editorial Report. I'm Paul Gigot. With his second term now secure is President Obama's signature health care law a sure thing? From health insurance exchanges to a vast expansion of Medicaid, Obamacare is heavily dependent on state implementation and a growing number of the nation's thirty Republican governors are saying they won't do the federal government's bidding. Wisconsin's Scott Walker is one of them and he joins me now. Governor great to have you with us.

WALKER: Paul good to be with you.

GIGOT: So when you wrote to HHS secretary Kathleen Sebelius, you said you weren't going to set up next state exchange because you wouldn't have the flexibility to make it work. Why don't you elaborate on what you mean by lack of flexibility.

WALKER: Well for all the talk each of us as governors can comply with the law one of three ways, a state run exchange, a partnership, or deferring to the federal government, and for any of the folks who are lobbying me to have the state run exchange, they really realize that, they need to realize that in the end there is no real flexibility. In terms of final outcome there is no substantive difference between the three options. All of them lead to a federally run exchange that a one way or the other. A great example that is talking over the last few weeks of my friend Gary Herbert the governor of Utah...

GIGOT: Right.

WALKER: Utah, Paul, as you know and most of your viewers know, years ago, five or six years ago, they set up their own exchange. They did it in a free market way. They did it working with small businesses in the state. They have one of the lowest cost of any state in the country when it comes to health care. They still have quality health care, but they did it through a market driven exchange.

According to my friend Gary Herbert, that doesn't qualify under the the new Affordable Care Act, and so they're going to have to come back and put in place something that more aligns them with the what the federal government wants. To me, it's you get all the exposure without any of the flexibility. That's not a good deal. And on the behalf of the taxpayers of my state, I said no thank you. We'd rather have the federal government take on not only responsibility, but the responsibility for paying for it and not defer that to our tax payers.

GIGOT: Isn't there a risk though that if the federal government runs the entire show that you guys will be cut out totally and that basically they will, you'll have even less room for maneuvering your companies in the state, your providers in the state will really have to march entirely to Washington's dictates.

WALKER: Well there is and there's that risk but the reality is as we looked at this. In fact we started to look at it literally two years ago in December of the 2010 right after the election. I and a bunch of the other new governors of both parties went to the White House, went and met in the old executive office building with secretary Sebelius and others they talked about flexibility then.

The reality though is the flexibility was really limited mainly to things like how many staff from the state do you have? Do you have a handful like Utah or do you have hundreds like Massachusetts? In terms of the regulation of what has to be included, how it's covered in your state, those things are all seriously dictated through the federal government and and for all the talk about flexibility and it really doesn't happen. I've gotta' tell you though as a governor who believes that federalism, that believes in that the Tenth Amendment, instinctively, my gut when given the chance and anything is to have the state run it over the federal government.

But, you look at things like the food stamp program, food share, you look at things like special education, that's a mandate that for years has been mandated by the federal government the states in school districts in our country and it never comes close to covering the cost of that. I think most of us who said no and deferred to the federal government did so because we didn't want the cost incurred upon our tax payers.

GIGOT: As as the law's drafted I gather that the subsidies can only flow through state exchanges. That is the subsidies for individuals to have health care. Now if, so if the federal government delivers the exchange in your state and runs it, then at least as drafted, the subsidies will not be able to flow. Was that part of your calculation as well on this decision?

WALKER: No I think in the end there's a series of things, that being one of them. Some other things in terms of insurance regulation within a state beyond just an exchange itself, those are things that we, I think all of us governors, including some Democrats, who did the same thing we did and deferred to the federal government, we're gonna' come back to the Congress, work with members of both political parties.

I think those are reasonable adjustments, technical type adjustments, that the Congress should be able to make going forward, because as you know and again your viewers know, most of these decisions were made just a few years ago about this time of year, late in the game without any real input from governors, or for that matter, just about anybody else.

And these are the technical things that if you're gonna' have it, at least make it work I objected to it. I fought it in court I fought it politically. I lost those battles. I've conceded that. I've conceded that at least for the time being there will be exchanges in my state. They just won't be run by the state. But I think if you're gonna' make it work most people realize there has to be some technical adjustments.

GIGOT: Well, one of the things you did win on in the court case was Medicaid. So now states have the option of opting out of the Medicaid expansion. That is a big part of this bill. Have you made a decision on Medicaid yet? Are you going to opt in or out?

WALKER: I have not, but I gotta' tell you have much as I did about the original question, I have, as do governors of both parties, some real hesitations about the expansion. In our state, for example, Wisconsin already has over 90 percent of our people covered. Now we have one of the most extensive coverage systems in the country, and so that's part of the reason why we fought the bill the first place. And we already knew it pretty well, that there's a small number of people. Why blow the whole system for that?

But but having said that, our real concern is, it's a 100 percent reimbursement for this expansion for the first three years. Under the actual terms of the law itself, if you just read it, three years from now, it drops down to 90 percent. Any of us who have dealt with the federal government before on anything else and special ed was a good example I guess before, know that they come nowhere near those sorts of goals for several years after the legislation, and so I think many of us are concerned looking ahead to the future and saying are we going to add massive numbers of people on Medicaid, some in more states more than others? And ours would be a relatively minimal number compared to other states, but still, would we be adding people and not have the funding?

And that's assuming they comply with the law. In light of the fiscal cliff and everything else out there, there's a very real possibility even with the next year or two that Medicaid funds to states might be reduced and without true flexibility through block grant, now we have a real tough time dealing with what we have today, let alone anyone.

GIGOT: Now what's your estimate the number of people on Medicaid that you would have to add under the expansion? Do know that off the top of your head?

WALKER: Well it varies. That's one of the the challenges with this whole law and not just on the Medicaid expansion that but even in the terms of of the of the law itself and when we looked at the exchange. We thought the cost of just the exchange could go up go up to as much as $60 million dollars, plus the number that would be eligible, fluctuates depending on what we can do with the rest of our population. I think for a lot of governors that's also part of the concern.

If we had a concrete answer to this it might be easier to make those decisions. But we keep it sending questions to the administration, not just from Republican governors, but for the National Governors Association, and repeatedly, we get letters back that that really don't answer those questions and that's part of the problem.

GIGOT: Well Governor thanks so much being here. It is going to be a big debate and we'll watch your decisions carefully.

Gearbox's Randy Pitchford on Aliens and the future of game consoles

Digital Trends sits down with Randy Pitchford to talk about developing a proprietary engine to bring the world of Aliens: Colonial Marines to life. Plus: Gearbox's president on the future of video game consoles.

Randy Pitchford had a good year. In the thirteen years since founding his studio, Gearbox Software has never had a hit quite like Borderlands 2, one of the best selling and widely praised video games to come out in a very crowded year. What?s more his studio?s long labor of love, Aliens: Colonial Marines, is just three months away from release after a nearly six year development. Where some game makers are itching for the next console generation to start so it can ramp up the declining console market, Pitchford and his team of creators are sitting pretty.

Digital Trends caught up with Pitchford at a recent event to talk about the prolonged development of Aliens, the unique technology powering that game, and the future of how we play video games.

Aliens: Colonial Marines uses a new engine. Why? Why not use something simple like Unreal Engine 3 to speed up development?

We haven?t really talked about it much, but we made a proprietary lighting engine for this game. Even though we?re at the end of this console generation, because this is a deferred rendering engine it?s going to give us a good sense of what next gen games are going. Deferred rendering is the future. We do leverage Unreal for the architecture and the data sets, for a lot of the under the hood stuff, but in terms of graphics, that?s the stuff we created just for this.

The Aliens films, to do that authentically, we needed deferred rendering. We needed dynamic lights and shadows. In the current generation, for games without a non-deferred renderer, all of the lighting is sort of baked into the environment which means it?s static. Things can?t move. Now take the scene in the Sulaco: There are so many things shifting around, with crates sliding across the room, ship rocking and lolling. If things move, the lights all need to work. When stuff?s blowing up, when you?re on the surface of LV-426, the atmosphere is alive. We needed that to feel natural, so we needed the lighting to be rendered in real time with the game. If you think about some of the other stuff we?re doing like Borderlands, it has a totally different look and feel. Our Brothers in Arms franchise, it?s a totally different environment and feel. Aliens has a very unique art direction, so it demanded custom technology.

You said the team met with Ridley Scott to discuss doing the game before it went into production. When did that meeting happen?

I think that was May of 2006. Maybe 2005.

At what point in the past seven years then did you decide to build this unique technology?

The meeting was 2005 or 2006, but the deal didn?t happen for another year or so after that.

gearbox software presidentThat?s when Sega announced it had the Alien franchise license.

We hadn?t even written the first line of code and Sega was so excited that they and Fox had to turn around and put out a press release! (laughs) It was a business statement, but if you?re an Aliens fan like me and you hear, ?There?s going to be a sequel to the movies as a video game and Gearbox is making it!?? suddenly there?s this expectation. I want that now! Usually when we make a game, we?ll be all the way through pre-production and into production before an announcement is made.

It was after our prototype, after our pre-production, that John Cavanagh, one of our programmers, took on the task of building the new renderer for this game. I believe we?ll be using this technology for a while. It?s going to be very useful in the future.

So that was the end of 2008 when we started making that technology and it was probably finished by the end of 2010.

Speaking of 2008, that was when you announced that Battlestar Galactica writers David Weddle and Bradley Thompson would be working on Aliens: Colonial Marines. What role did they play?

Those guys are awesome! We had a framework and sketches of characters when we started the game. Those guys came in and wrote all of this material that brought the characters to life for us. So now we don?t have to think about what we want the characters to be, we think, ?Okay, in this situation, how would Bella react to this? What would Winter say?? We know the answer because those guys helped us flesh everything out. Amazing, amazing work. They wrote enough material that we could have an entire series of television, honestly. I loved working with them. [Gearbox writer] Mikey Neumann was able to work very closely with them, and he was able to adapt what they did and write it to a video game, which is very different than writing for a passive movie. The quality that we?ve gotten in the narrative was the result of that iterative process and David and Bradley were instrumental in that. It was so cool to work with them.

I?m not sure if you?re office is still like this, but I saw a picture of it once and the game console collection on display in there is impressive to say the least. You clearly love this old, devoted technology. Aliens, Borderlands, all of Gearbox?s games really are clearly built as multiplatform games, both PC and console. My question for you: What?s the future of the console? Do we need them anymore?

How far in the future are we talking about?

Say fifteen years.

Obviously power is great. There are two components to this. One is energy drawn from whatever source you get it from. In fifteen years, wireless power still won?t be ubiquitous. We?ll be experimenting with it in fifteen years and some people will probably have appliances in their garages that allow their cars to charge wirelessly, but we won?t have ubiquitous wireless power for all devices. So in fifteen years, we?ll still see an advantage in things that can plug into a wall, a devoted power source, and draw a tremendous amount of energy.

The more energy we can draw, the more fuel we have for computing power. Computing power takes energy. Computing power will always allow us to simulate things, whether it?s visuals or gameplay or logic or physics. The more computing power we have, the more robust that simulation will be. Within fifteen years, we?ll still be using our senses?touch, sight, sound?to consume that simulation. So the processing power we?ll be using will still be simulating something that reaches us through our normal senses. We won?t be at a point where our senses can be tricked into something that?s like the holodeck or when something?s plugged right into our brain, where there?s no interpretive layer between the simulation and perception, that?s not going to happen yet.

Within that construct, power will still be a factor and power will let us do all kinds of things. We?re going to see some new fronts in the next fifteen years that are kind of difficult to imagine when you just think, ?Okay, I?ve got a dedicated machine, I?ve got a portable thing that uses a battery like a phone or handheld, I?ve got large format stuff like in a movie theater.? You?re going to see that whole spectrum, and it will largely be the same. It will be an iteration of how we understand entertainment, but it?ll be a massive iteration. You?ll see between twelve and twenty-four times the complexity possible on today?s machines.

Today, though, what does having your game on a console give you? What?s the benefit of the technology?

One of the advantages that consoles have for a customer is that you can trust it. It?s a simple price, an entry point that?s accessible, and you can plug it in and it all works. It rides this balance where one step up is a PC that draws a lot more power and a big step up in visuals, but a lot more complexity since it?s a moving platform. That makes it not so comfortable. The dedicated platform is fixed, though, which lets us developers make tremendous assumptions about what the customer is using. Because of those assumptions, we can commit ourselves, we can be very efficient in what we make.

Consoles let you make those assumptions. Look at the iPhone. Because there are now several generations of iPhone, in creating software we can either choose to eliminate a percentage of the potential user base by making our game only compatible with the iPhone 4 or 5 or we can hold ourselves back and cover the whole spectrum. Even that fragmentation changes our efficiency and quality from what it would be if we had a single, unchanging platform.

Because the phone cycle is ramping up so quickly, our only choices are abandon our software, iterrating it, or making new software. With a long console cycle, we can really commit ourselves to that single fixed platform and be super optimal. You can feel it in the results. We?re doing things on these platforms that are a lot more incredible than what we saw at the beginning of the generation.

It really doesn?t matter, though. At the end of the day in the entertainment business, what you care about is how many people can I reach and to what extent can I satisfy them. Our mission is to make people happy. We want to entertain people wherever they are.
