Lil Wayne is right above it, all right. The rap superstar has topped the King of Rock 'n' Roll, Mr. Elvis Presley himself, for charting the most Billboard Hot 100 hits for a solo artist.

Now that should put a smile on his face.

Per Billboard, the 30-year-old Wayne's latest entry is the Game's single, "Celebration," in which he's a featured artist along with Wiz Khalifa, Chris Brown and Tyga, which entered the chart at No. 82. With that milestone, "Tha Black Is Hot" MC now has 109 Hot 100 songs under his belt, surpassing Presley's mark of 108 that began with the chart's inception in 1958.

Out of those ditties, however, it's worth noting that Lil Wayne has only been the lead artist on 42 tracks with the remainder coming in featured appearances, while to Elvis' enduring credit, the "Jailhouse" rocker was the lead on every one of his 108 tunes that charted.

Also, several of the latter's classic gems, including "Heartbreak Hotel," "Hound Dog," "Love Me Tender" and "All Shook Up" among others, topped the Billboard pop chart in the mid-'50s before the magazine hatched the Hot 100 in 1958, an all-in-one singles popularity standard that factored in radio airplay, retail sales and eventually digital sales and streaming activity.

5th October will be dedicated to the revamped AU website and use Social Media in the AU

WHERE: African Union headquarters, new Conference Center, Addis Ababa, Ethiopia, (Small Conference Room 1)

WHO: Organized by the Directorate of Information and Communication (DIC) of the African Union Commission (AUC)

WHY: The Information, Communications and Advocacy Strategy of the African Union (AU) Commission aims to ensure that communications by all departments and allied institutions are well coordinated, effectively managed and responsive to the diverse information needs of the AU's various stakeholders.

Objectives: The main objective of the workshop is to validate the draft Communication Strategy for the Union aimed at popularizing its activities through its organs, regional offices, the RECs, the Stakeholders and target groups. The workshop will also discuss the current status, future plans, challenges and opportunities of the African Union website and social media.

Guiding Principles

Supporting these objectives are policy commitments, based on relevant human rights principals and international public service values. Through this principles-based strategy, the AU Commission commits to:

o Provide its stakeholders and publics with timely, accurate, clear, objective and complete information about its policies, programmes, services and initiatives.

o Communicate in real time, in all the official languages (Arabic, English, French, Ki-Swahili, Portuguese) of the AU.

o Ensure that institutions of the Commission are visible, accessible and accountable to the publics they serve.

o Employ a variety of ways and means to communicate, and provide information in multiple formats to accommodate diverse needs.

o Identify and address communications needs and issues routinely in the development, implementation and evaluation of policies, programmes, services and initiatives.

o Consult stakeholders and target audiences, listen to and take account of the concerns and interests of staff and stakeholders when establishing priorities, developing policies, planning programmes and services.

o Deliver prompt, courteous and responsive service that is sensitive to the needs and concerns of the public and individual rights.

o Encourage senior management and staff to communicate openly with each other and with the public about policies, programmes, services and initiatives they are familiar with and for which they have responsibility.

o Defend and promote the trust and confidence that stakeholders have in the integrity and impartiality in the AU and its Commission.

o Ensure that all institutions of the AU and the Commission work collaboratively to achieve coherent and effective communications with the public.

Website and Social Media

The African Union is actively using the AU website and Social Media to disseminate its information and communicate with the public at large. Providing the necessary guidance for coordinating and harmonizing the development, maintenance and content administration of Website of the African Union (www.au.int) and usage of social media tools is vital:

? to disseminate timely information to the world on the activities and programmes of the African Union ;

? to provide the necessary and harmonized platform for the exchange of information with stakeholders and to be more efficient and responsive to the public;

? to enhance and portray the image of the African Union to the public at large;

? to have the same corporate identity and design in terms of ?look and feel?, presentation and quality of information shared to the public using the online tools;

? to effectively provide necessary tools and data for researchers, academy, students and the public.

To this effect a draft Website and Social Media Guidelines have been developed. These Guidelines will help to coordinate all departments and offices of the African Union Commission. Among other things, the draft Guidelines identify and define the role of focal persons in coordinating content from their respective departments and offices to create an essential link to DIC and its website team. The workshop will discuss the draft guidelines to reflect and improve the content. Furthermore, the workshop is expected to deliberate over the current status, the future plan, challenges and opportunities of the AU website and Social Media.

The final documents will be presented to the AUC leadership for approval before implementation.

Expected outcomes:

The outcome of the workshop will be used as input to the draft Communication Strategy to ensure an all inclusive strategy for 2013-2016;

The approved Communication Strategy will be submitted to the AUC Leadership for final approval and later to the Summit.

The framework for the use of Social Media and the AUC Website policies will be adopted.

Participants:

The participants of the workshop include:

Communication officers in the AU Regional Offices; the AU Organs and Institutions; the NEPAD; RECs; focal persons dealing with communication in the AUC Departments; the staff of the Directorate of Information and Communication of the AUC.

Background:

The African Union (AU) and its precursor the Organization of African Unity (OAU) were founded on the ideals of Pan Africanism. The main objective has always been to consolidate African unity and foster continental development and progress. To achieve this objective, the AU has embarked on developing an inclusive communication strategy to enhance the advocacy and popularisation of its activities.

Communication goes beyond information: It establishes relationships and creates dialogue with the target population. It is not a neutral and useless exercise, but it is an element for development.

The inception of the African Union, following the Sirte Declaration of 9 September, 1999, of Heads of State and Government of the Organization of African Unity, generated tremendous interest about the prospects of Africans finally taking control of their collective destiny.

Building on the achievements of the OAU, the AU's main remit is to accelerate the process of integration in the continent so as to enable it play its rightful role in the global economy while addressing the multifaceted social, economic and political problems brought on by unequal imperialistic economic relationships and globalization.

The main tenets of the Vision of the AU include:

o The promotion of accelerated socio-economic integration of the continent, leading to greater unity and solidarity between African countries and peoples.

o Building a partnership between African governments and all segments of civil society, particularly women, youth and the private sector, in order to strengthen solidarity and cohesion among the peoples of Africa.

o Promoting a culture of peace, security and stability on the continent as a prerequisite for the implementation of the development and integration agenda of the Union.

This Vision has been further broken down into the following key objectives:

o To achieve greater unity and solidarity between African countries and the peoples of Africa;

o To defend the sovereignty, territorial integrity and independence of its Member States;

o To accelerate the political and socio-economic integration of the continent;

o To promote and defend African common positions on issues of interest to the continent and its peoples;

o To encourage international cooperation, taking due account of the Charter of the United Nations and the Universal Declaration of Human Rights;

o To promote peace, security and stability on the continent;

o To promote democratic principles and institutions, popular participation and good governance;

o To promote and protect human and peoples' rights in accordance with the African Charter on Human and Peoples' Rights and other relevant human rights instruments;

o To establish the necessary conditions which enable the continent to play its rightful role in the global economy and international negotiations;

o To promote sustainable development at the economic, social and cultural levels as well as the integration of African economies;

o To promote cooperation in all fields of human activity to raise the living standards of Africans;

o To coordinate and harmonize the policies between the existing and future Regional Economic Communities for the gradual attainment of the objectives of the Union;

o To advance the development of the continent by promoting research in all fields, in particular in science and technology;

o To work with relevant international partners in the eradication of preventable diseases and the promotion of good health on the continent.

The Communication and Information Directorate (DIC) has elaborated a strategic document for Information, Communication and Advocacy as well as a framework on the revamped AU website and Social. These policy documents will be discussed as a global communication strategy for the Union including its organs, regional and continental representations and the Missions abroad.

The Draft Strategy and the Operational Plan which constitute the basis of the African Union Communication for 2013 ? 2016 period aim at ensuring an effective communication in the African Union, managed by the DIC in collaboration with all the information and communication officers within the AU regional offices as well as AU Organs, and the Communication and Information officers of the Regional Economic Communities (RECs) among others.

Oil prices steady ahead of Federal Reserve meeting

BANGKOK (AP) ? Crude prices were steady Wednesday ahead of a key Federal Reserve meeting that analysts expect to end with the announcement of a stimulus plan for the U.S. economy.

Benchmark crude for October delivery was unchanged at $97.17 a barrel at midday Bangkok time in electronic trading on the New York Mercantile Exchange. The contract rose 63 cents to $97.17 on the Nymex on Tuesday.

Brent crude, which is used to price international varieties of oil, was down 5 cents at $114.72.

Oil prices are caught between the push-pull of two events: the so-called shoulder period for fuel demand, and the start of a two-day meeting of the Federal Reserve's Open Market Committee.

Oil prices trend lower during shoulder periods ? the time of year between summer, when gasoline is in high demand as Americans take to the road for vacation, and the winter when there is strong demand for heating oil.

But Fed action to help the U.S. economy might mean more demand for oil and other energy products.

Traders also are awaiting a decision from Germany's high court, expected Wednesday, on whether the country can participate in a European bailout fund.

In other trading on Nymex, heating oil rose 0.3 cent to $3.189 per gallon. Wholesale gasoline gained 1.4 cents to $3.057 per gallon. Natural gas increased 2.7 cents to $3.019 per 1,000 cubic feet.

While the world watches over the Internet, luminaries from the world of space exploration and politics will mix with ordinary people at 10 a.m. ET Thursday to pay tribute to first moonwalker Neil Armstrong at Washington National Cathedral in the nation's capital. But the final farewell to his mortal remains will take place out of the spotlight, during a burial at sea on Friday.

U.S. flags will be flying at half-staff on that day, in accordance with the presidential proclamation issued after Armstrong's death. Many of those same flags were lowered in Armstrong's honor on Aug. 31, when the family conducted a private memorial ceremony in Cincinnati. President Barack Obama specified, however, that the "mark of respect" should be given on the day of the astronaut's interment ? and?Friday is that day. Armstrong is thus coming in for a double helping of half-staff honors, plus Thursday's national memorial service.

Armstrong passed away on Aug. 25, less than three weeks after celebrating his 82nd birthday and undergoing quadruple-bypass heart surgery. If people told him while he was alive that he would be in for three widely publicized tributes to his life and legacy, he might have asked them to turn the dial down a notch. After all, the man who took "one giant step for a man ... one giant leap for mankind" in 1969 was famously wary of fame. Even the family's announcement of his death called him "a reluctant American hero who always believed he was just doing his job."

Thursday's memorial ceremony isn't just about one man, however: It's also a memorial for an age when mankind made its first moves beyond its home planet. Eleven other NASA astronauts walked on the moon after Armstrong took his one small step as part of the Apollo 11 mission, but that age ended 40 years ago when Apollo 17's Gene Cernan climbed up the ladder to the Challenger lunar module.

"We leave as we came and, God willing, as we shall return: with peace and hope for all mankind," Cernan, who is due to speak at Thursday's service, said in 1972. No one has returned to the moon since. ?

The evocation of NASA's golden age is one of the reasons why the space agency is airing the service on television and streaming it on the Internet. (The cathedral will be streaming the service as well, along with various media outlets. You can watch NBC News' video stream here.)

In fact, NASA is providing live coverage on three channels, starting at 9:45 a.m. ET. NASA TV's Public Channel will carry the service in HD with on-screen identification of the participants. The Media Channel will broadcast a "clean feed" in HD without on-screen legends. The Education Channel will carry the complete service in standard definition. All three streams are available via the NASA TV website.

NASA says the agency's chief historian, Bill Barry, will conduct an online chat on UStream, supplementing the video coverage with background information about the speakers and their connection to Armstrong and the space effort.

On the NASA website, you can see the full program for the service (PDF file), including hymns and readings.?One of Armstrong's Apollo 11 crewmates, Michael Collins, will lead prayers. In addition to Cernan, NASA Administrator Charles Bolden and former Treasury Secretary John Snow are due to deliver tributes. The Rt. Rev. Mariann Edgar Budde, bishop of the Episcopal diocese of Washington, will give the homily.?Jazz singer-songwriter Diana Krall will sing Frank Sinatra's arrangement of "Fly Me to the Moon." Other musicians include the U.S. Navy Band "Sea Chanters," the Cathedral Choir and the Metropolitan Opera Brass.

NASA said the guest list for the service includes Apollo 11's Buzz Aldrin, who joined Armstrong on that first moonwalk; Mercury astronauts John Glenn and Scott Carpenter; and Apollo 7's Walt Cunningham, along with other astronauts from the Apollo era and space shuttle era. NASA's deputy administrator, Lori Garver, and other agency officials will be there. Lawmakers on the list include U.S. Sens. Bill Nelson (D-Fla.) and Rob Portman (R-Ohio); House Speaker John Boehner and Minority Leader Nancy Pelosi; and U.S. Rep. Ralph Hall, chairman of the House Science, Space and Technology Committee. White House Chief of Staff Jack Lew and other Obama administration officials are due to attend, space agency representatives said.

In addition to the tickets set aside for VIPs, family members, friends and journalists, NASA made tickets to the ceremony available to members of the general public. Those tickets were quickly swept up, and the cathedral says "all passes have now been allocated."

Washington National Cathedral

Washington National Cathedral's Space Window incorporates a moon rock from Apollo 11 at the center of the red circle in the stained glass.

The cathedral was chosen for the public service because it's "a historic landmark symbolizing the role of faith in America, and its iconography tells the stories that have shaped the nation's identity," NASA said. Armstrong, Aldrin and Collins presented the cathedral with a moon rock from the Apollo 11 mission on July 21, 1974, during a service commemorating the fifth anniversary of the first moon landing. That rock was later incorporated into the cathedral's Space Window ? which is in the spotlight due to Thursday's service.

After the service, there's one more ceremony to perform: Armstrong's burial at sea, which was organized in accordance with his wishes. In addition to being the first man to walk on the moon, Armstrong was a U.S. Navy aviator who served with distinction during combat in the Korean War ? and had the right to choose a sea burial over, say, a grave at Arlington National Cemetery. When Armstrong died, Navy Secretary Ray Mabus issued a statement noting that Armstrong "never wanted to be a living memorial, and yet to generations the world over his epic courage and quiet humility stands as the best of all examples."

NASA spokesman Michael Cabbage confirmed that the at-sea ceremony would take place Friday, on the same day as the half-staff tribute. The arrangements mean that Armstrong's remains will never lie under an earthly shrine?? which may be the most fitting end for a man whose voyages ranged from the sea, to the air, to "this new ocean" of outer space.
